Hakkari Integrated Solid Waste Management Project
2. Objectives
The overall objective of the project : To accelerate the development of Turkiye through providing compliance with the Turkish and EU directives in the waste sector and protection of public health and the environment in Hakkari Union municipalities.
Specifically, the operation purpose is to provide efficient, affordable and sustainable waste management services to member municipalities of Hakkari Union, to prevent environmental pollution and to contribute to improvement of public health.

5. Project Description
The specific tasks and activities of the project are presented as follows:
1. The Service Contract
The Service Contract main purpose presented as follows:
- To provide Technical Assistance to Hakkari Union through administrative, financial and technical capacity building and assisting Hakkari Union in implementation and operation of Hakkari Solid waste Management Project
- To carry out the Supervision for Construction of the Works Contract for the Hakkari Integrated Solid Waste Management Project.
The above purpose will be achieved through, but not limited to the following results:
- Correct and timely implementation of the Works Contract by undertaking the responsibility as Supervisor of the Construction of the facilities and structures defined in the Hakkâri Integrated Solid Waste Management Project, as well as the rehabilitation / closure of the existing dump sites.
- Implementation of Capacity Building programme for the Hakkâri Municipalities and Special Provincial Administration Solid Waste Management Union
- Assistance to the End Recipient (Hakkâri Municipalities and Special Provincial Administration Solid Waste Management Union) in outsourcing the operation of the waste handling facilities.
- Correct and timely implementation of the supply contract for the HAKKÂRI Integrated Solid Waste Management Project by assisting the Project Implementation Unit by means of reviewing and updating the supply tender dossier including market survey for the provision of equipment and providing technical assistance in tendering, contracting, successful delivery and use of the equipment
The activities of the Service contract are divided in two (2) Components as follows:
Component A - Technical Assistance and Capacity Building Programme for Hakkari Union and PIU

Component B-Construction Supervision for Works Contracts
The supervision is organized to ensure an efficient administration of the activities, a timely implementation of the works as well as efficient use of the financial resources.

The Works Contract
The project purpose is to develop and implement a solid waste management system for Hakkari and nearby municipalities in Turkiye, in accordance with Turkish Legislation and the European Union (EU) Acquis. The Hakkari Waste Management Facilities comprises construction of the following elements:
-Sanitary Landfill with a total volume of approximately 940,000 m3, including leachate collection system, gas collection system and flaring system, mechanical and all auxiliary equipment, fences storm- water drains and roads.
-Leachate Treatment Plant with capacity of 190 m3/d
-Medical Waste Sterilization Plant with a minimum capacity of 0.25 ton/hr
- Material recovery facility (MRF) with capacity of 10.000 t/year
-Composting Unit with capacity of 13.000 tons/year
-Electromechanical works
-Buildings and other auxiliary infrastructure works
-Entrance security guardhouse, weighbridge with control building
-SCADA
-Rehabilitation and closure / reinstatement (in situ or by transposrtation) of 6 Dump sites located at Cukurca, Derecik, Semdinli, Esendere Hakkari and Yuksekova.
The Supply Contract
All urban and rural areas (villages), will be provided with a number of collection containers for both mixed waste and recyclables, as well as containers for segregate collection. The number of containers is determined according to the needs and the anticipated collection rate. All containers will be 770 liter steel standard EN containers to be emptied by vehicles equipped with EN standard lifting device. This implies renewal of the collection fleet since existing vehicles do not have lifting devices according to the EU standards and at the time of project implementation they will be at the end of their useful life.
The Supply Contract will cover the following needs:
- Supply of Collection Vehicles,
- Supply of Collection Containers,
- Supply of Landfill Equipment
- Supply of Transfer Equipment.
